After a decade of negotiation, Norway finally agreed to decrease the amount of Dark Arts lessons taught to Durmstrang students. This was done due to the fact that Dark Arts are banned in most European countries and all the knowledge about them is classified, and having Durmstrang teach Dark Arts breaks this secrecy and restrictions.

With constantly increasing globalization, Dark Arts teaching in Durmstrang would soon mean the same as teaching them in all wizarding Europe, which would be unacceptable due to current European countries' policies. And to live in a harmony with the rest of Europe, Norway had to sing up the resolution about Durmstrang's education program.

Thank to the success of several departments of International Cooperation, who worked hard to make this agreement possible, you won't be turned into inferi after your death and your children won't split their souls left and right. Now you can send your kids to Durmstrang without any fear that they will torture you to death at some point.
