Law of 1875

The use of underage sorcery outside of school is prohibited. Anyone who breaks this rule will be sentenced by Wizengamot and face educational consequences.

Also, magic can not be used in front of a muggle in most circumstances. The exceptions count only for life- threatning situations and only if can be proven.
